In 1973, A seven-member Wilmington City Council and a publicly elected mayor became a reality after a 3-2 vote among the current five-member City Council to amend the city’s Charter. Previously, the mayor was appointed by the city council members and the city council comprised five members. As is true today, elections would be held on odd years and council terms would be four years with three terms expiring one election and four expiring the next election cycle. The mayor’s term was set at two years.
