The Cape Fear Public Utility Authority (CFPUA) board approved a $129.35 million operating budget for fiscal year 2026 on Wednesday, marking a 7.8% increase from the previous year, according to a release from the Utility.

  • The main factor behind this rise is the ambitious $400 million project planned for replacing and expanding the Southside Wastewater Treatment Plant on River Road.
  • This new facility will retire the current 53-year-old plant and expand wastewater treatment capacity to meet growing demands.

Rate Rise: Beginning July 1, 2025, the average residential customer in Wilmington will see monthly water and sewer bills rise by approximately $5.12, representing a 6.9% increase.

  • Additionally, customers utilizing separate irrigation meters will experience a steep rate hike, paying $7.73 per 1,000 gallons—up significantly from the current rate of $4.86.
  • Another notable change includes a $1 fee for each paper bill issued, encouraging customers to shift to electronic billing options.

Saving Money Too: Despite rising costs, CFPUA is also implementing cost-saving measures. Due to a significant decline in foot traffic, the utility will permanently close its downtown Customer Service lobby at the Skyline Center on June 27, saving around $75,000 annually.

  • However, customers needing in-person service can still visit the CFPUA Customer Service Center located at 235 Government Center Drive.
